A single crew is utilized with a maximum of two simultaneous tasks. This emulates the fact that only two technicians are qualified to service this system. If both are busy, the next repair will not be performed until one is free. This crew is then assigned to all components.
It should be noted that two distinct crews could have been assigned to all the blocks, one to emulate each technician. Since we are not concerned with which one of the two technicians is utilized in this example (and both have the same response time), this was omitted. The separate crews approach would have been used if the response time of each technician were different or if we wanted to do a cost analysis and the costs for each technician were different.
